Senate – The Senate passed the Fiscal Responsibility Act of 2023 (H.R. 3746), the debt limit deal, by a vote of 63- 36, with Democrats voting 46-5 and Republicans voting 17-31. The Senate also passed a Congressional Review Act (CRA) measure nullifying the Department of Education’s rule suspending federal student loan payments and discharging student loan debt (H.J. Res. 45) by a vote of 52-46, short of the two-thirds threshold needed to override an expected veto by President Biden. The Senate also confirmed nominations.
